Annual Social Security Pension Mustering in Kerala

To prevent fraudulent withdrawals and ensure that welfare benefits reach living beneficiaries directly, the Finance Department of Kerala mandates Annual Biometric Mustering for all welfare pension recipients. Citizens receiving any of the five statutory state pensions must record their biometric presence at an authorized Akshaya Kendra each year.

Eligible Pension Schemes Covered Under Mustering

• Indira Gandhi National Old Age Pension (വാർദ്ധക്യകാല പെൻഷൻ)
• Widow / Destitute Pension (വിധവാ പെൻഷൻ)
• Disability / Physically Challenged Pension (വികലാംഗ പെൻഷൻ)
• Agricultural Labourer Pension (കർഷകത്തൊഴിലാളി പെൻഷൻ)
• Pension for Unmarried Women above 50 years (50 വയസ്സ് കഴിഞ്ഞ അവിവാഹിത പെൻഷൻ)

Documents Required When Visiting Akshaya

• Original Aadhaar Card: Must be linked to the beneficiary's pension profile.
• Pension Book / PPO Slip: Containing the 10-digit Sevana Pension ID number.
• Active Mobile Number: For receiving transaction confirmation SMS.

What if Fingerprints Do Not Match? (Iris & Home Visit Provisions)

For elderly citizens whose fingerprints have eroded with age, Akshaya Kendras are equipped with dual-eye Iris Scanners authorized by UIDAI. If both fingerprint and iris scans fail due to severe physical conditions:

• A Gazetted Medical Officer certificate confirming biometric failure can be submitted to the Grama Panchayat or Municipality Secretary.
• For bedridden pensioners (കിടപ്പുരോഗികൾ), Akshaya entrepreneurs conduct door-to-door home visits with portable biometric kits upon notification from the local ward member or municipal councillor.
