Community & Caste Certificate in Kerala: Akshaya e-District Online Application, Documents & Fees
Community and Caste Certificates in Kerala (e-District Portal)
A Community Certificate (കമ്മ്യൂണിറ്റി സർട്ടിഫിക്കറ്റ് / ജാതി സർട്ടിഫിക്കറ്റ്) is a statutory revenue document issued by the Revenue Department of Kerala certifying that an applicant belongs to a specific community or recognized caste. It is an indispensable document for reservation benefits in school and college admissions, KEAM/NEET counselling, Kerala PSC appointments, government scholarships, and fee concessions.
Community Certificate vs. Non-Creamy Layer (NCL) Certificate
Many citizens confuse a Community Certificate with a Non-Creamy Layer Certificate. Understanding the difference is vital before submitting your application at an Akshaya Kendra:
Community / Caste Certificate
- Certifies only the applicant's biological community / caste.
- Valid for 3 years for general purposes.
- Required for SC, ST, OEC, and religious minority classifications.
- Does not evaluate parental financial earnings.
Non-Creamy Layer (NCL) Certificate
- Certifies community PLUS that parental annual income is below ₹8 Lakhs.
- Mandatory for OBC candidates seeking state or central government job reservations.
- Valid for 1 year from date of issuance.
- Requires detailed verification of salary, land, and assets.
Statutory Documents Required for Community Certificate
- Copy of SSLC Book / Secondary Education Certificate: Page displaying student name, religion, and caste entry.
- Parent's Community Proof: Father's or mother's SSLC Book, Caste Certificate, or ancestral revenue document proving community status.
- Ration Card Copy: Must contain the applicant's name and residential address.
- Applicant's Passport Size Photograph: Recent photograph with light background.
- Aadhaar Card: For identity and digital KYC verification.
- Self-Declaration / Affidavit: Generated directly at the Akshaya Kendra during application data entry.
